8 hours per day, 12 months per year

Qualifications:
- Bachelor’s degree in Human Resource Management, Business, Management, Public Administration, and/or other related field or comparable equivalent
- One to three years of responsible, successful human resources experience
- Related experience as outlined above may be substituted for education on a year-for-year basis
- Proficient knowledge and demonstrated ability in Gmail, Microsoft Office programs, including Word and Excel, and Google Drive, including Docs and Sheets
- Understand, interpret, and apply laws, rules, regulations, policies, procedures and bargaining contracts
- Demonstrated attention to detail and accuracy
- Excellent customer service skills
- Knowledge of Washington State, K-12 Skyward system (desired)
- Ability to analyze situations, identify problems, recommend solutions and evaluate outcomes
- Ability to exercise judgment in making decisions
- Ability to communicate effectively orally and in writing
- Ability to prepare and compose professional correspondence
- Ability to maintain confidentiality
- Ability to work with frequent interruptions

Other Qualifications:
- Ability to lift and move moderately sized objects up to 50 pounds
- Regular attendance to carry out the duties and responsibilities of the position to achieve program requirements
Essential Functions:
- Treat co-workers, supervisors, and others with dignity and respect at all times

- Ability to work a flexible work schedule
- Respond to human resource inquiries from employees and community at large
- Facilitate Paraeducator excess and leave placement, including reporting and tracking
- Work with principals/program managers to ensure contract compliance with paraeducator excess process
- Identify posting criteria for postings and the weekly district listing
- Serve as a key player in the annual HR staffing budget preparation
- Conduct recruitment and selection process for classified employees
- Assemble board report all necessary classified employee actions
- Compile and post classified seniority lists
- Evaluate transcripts and employment experience to ensure applicants meet minimum qualifications
- Assist hiring building/program administrators in evaluating applications and resumes for qualifications
- Conduct reference checks for district-wide recruitment activity
- Extend job offers, and oversee new hire processing and orientation
- Coordinate and manage payroll actions for assignment adjustments
- Establish and implement district policies, procedures, and state regulations for recruiting and retaining highly qualified staff
- Determine correct salary placement and funding distribution for Classified staff
- Maintain documentation to support wage adjustments in alignment with collective bargaining agreements, district policy, and state regulations
- Conduct research, formulate cost projections, and prepare reports for bargaining unit financial proposals
- Administer and interpret collective bargaining agreement contracts and exercise independent judgment to ensure contract compliance
- Respond to initial inquiries of union and non-union employee performance and discipline issues
- Maintain employee personnel files
- Maintain and update data in Skyward for new hires, and personnel changes
- Assist with completing and returning employment verifications
- Compile data for salary survey requests
- Assist in maintaining data for annual State 275, Affirmative Action, EEOC and other reports, as required
- Assist HR Classified Team as needed
- Create and update HR business practices
- Perform other tasks and assume other responsibilities as Director of Human Resources, Classified Personnel may assign

Benefits/Compensation:
Salary range: New employees will start at the minimum hourly rate in the salary range. However, employees who have verified prior years of service in a similar occupational status from other Washington School Districts or Education School Districts, may receive experience credit towards salary placement. Salary schedules can be accessed here.
Benefits: Employees who are anticipated to work at least 630 hours may be eligible for health, dental, vision, flexible spending accounts, life, and disability insurance benefits. Detailed information, including further eligibility criteria, can be found here.
Retirement: Employees may be eligible for retirement benefits through the Washington State Department of Retirement Systems (DRS). Eligibility is based on FTE. Detailed information can be found here.
Time Off: Vancouver Public Schools offers paid holidays and paid time off, including but not limited to, sick, vacation, personal, and bereavement leave.
- Sick Leave: 8 hours per month (part-time employee accrual will be proportionate to their FTE).
- Personal Leave: 3 days per school year
- Twelve (12) month full-time Pro Tech employees are eligible to accrue ten (10) days vacation at one (1) - five (5) years of service. The accrual days are incrementally improved by five (5) days at the completion of five (5), eleven (11) and twenty (20) consecutive years of service respectively.
